The conditions observed by the FDA include pooling water and flies near surfaces that came into contact with food. As a consumer of food, this does not give you warm and fuzzies. The FDA was uncertain if the conditions would support the growth of the listeria bacteria but was clear on one point: the Kellogg plant lacked cleaning and sanitation operations.
